The second phase of IATI’s Data Quality Index consultation will be launched on Tuesday 15 February and will run until the end of June 2022. Phase 2 follows the first consultation phase in 2021 which proposed measures for inclusion in the index. In Phase 2, the IATI Secretariat will be consulting with the IATI community on the proposed methodology and how each measure will be weighted and combined to generate an overall score for each publisher.

What is this Consultation about?

 

In support of the IATI Strategic Plan (2020-2025), our initiative is committed to supporting organisations to publish high-quality IATI data. To help achieve this, and in response to a request from IATI members, a set of revised data quality measures is being developed, to underscore “what good quality data looks like” for IATI’s more than 1,300 publishers. These measures will form the basis of a “Data Quality Index,” which will allow publishers to better understand their successes and challenges along the IATI data quality journey, and help ensure their data can be used by intended beneficiaries at the country level.

Who is this Consultation for?

 

The first phase of the consultation involved a Discussion open to all publishers and data users on what measures should be included. Here you can access the Summary of Phase 1 with more information on community input collected in September and October 2021.

 

The second phase of the consultation on the DQI methodology will be held in three parts. For the first two discussions, participants need a good level of understanding and knowledge of the IATI Standard. The third part does not require technical knowledge and will look at assigning significance to each measure and how these can be used to form a summary index score. The IATI Secretariat will hold webinars for each consultation to explain the process, measures and how to engage.

Timeline 

 

The Data Quality Index Consultation is being held on the following dates:

 

(1) Timeliness and Validation (15 February - 20 March);
(2) Data Completeness (28 March - 29 April);
(3) Weights and Measures (9 May - 10 June);
 
For each discussion, participants will be invited to post comments on IATI Connect and also to join a webinar covering the relevant methodological proposals. All webinars will be recorded, and the recordings will be shared afterward with the wider community. At the end of each discussion, the Secretariat will release a summary to be posted on  IATI Connect. Do note that background papers will be posted in IATI Connect relevant to each section, starting with Timeliness and Validation on 15 February.
