The following addition to the IATI Organisation Identifier list has been proposed for the Red Umbrella Fund (RUF). Red Umbrella Fund is a global fund guided by and for sex workers. Launched in 2012, Red Umbrella Fund joins together funders and sex workers in support of the human rights of sex workers. 

They are not registered as a legal entity, thus the XI-IATI identifier has been pursued.

Name: Red Umbrella Fund 

Description: Red Umbrella Fund works to strengthen and ensure the sustainability of the global sex workers’ rights movement by catalyzing new funding specifically for sex worker-led groups and national and regional networks. We support community-led groups and networks that work to ensure sex workers’ rights are respected as human beings and as workers so that all sex workers can live lives free from criminalisation, stigma and violence.

I think the XI-IATI prefix should only be chosen as a mechanism of last resort.  XI-IATI represents technical debt for the initiative, in terms of being a list of identifiers IATI are directly accountable for.

However, it's completely understood that this fund is not a readily identified organisation, and so difficult to mint something.  At the about page it states:

> Red Umbrella Fund is hosted by Mama Cash, the oldest international women’s fund, which has been a champion for sex workers’ rights since 1983. Mama Cash is based in the Netherlands.

Mama Cash are an IATI publisher: NL-KVK-41202535.  It looks (to me) that the Red Umbrella Fund might be "fiscally sponsored" by Mama Cash, which is also a common situation.  If so, have we examples of this organisational setup elsewhere in IATI?  Perhaps colleagues in the Dutch Ministry might have some experience of this: Thea Schepers  Pelle Aardema  Herman van Loon  ?

This isn't an objection to the XI-IATI prefix, just an attempt to assist with a data challenge.

We have done the research and know that Red Umbrella Fund is hosted by Mama Cash however they need to publish independent of Mama Cash, so it seems the XI-IATI Prefix is warranted.
