Nice to meet you. I am currently working on development assistance for health (DAH) to South Asia, and I'm using OECD CRS to analyze DAH before 2019 and IATI for further analysis in 2020 and 2021. 

I downloaded files (txt form) of CRS data from the online database sites (https://stats.oecd.org/Index.aspx?DataSetCode=crs1#), and selected all ODA for health (sector coding as 121,122,123 and 130) to South Asia (8 SAARC countries and South Asian regional) to calculate total ODA fro health received by South Asian countries, and I have some questions for the data.

1. Disbursement  

The file provides information on several monetary variables and I need to calculate gross disbursement with constant prices, which is provided by the online database of CRS. I am not sure which one I should pick in the file, I guess ‘USD_Disbursement_Defl’ is the right choice? Is there any difference between the ‘USD_Disbursement_Defl’ and ‘Gross Disbursement’ plus 'Constant Prices’?

2. Double counting

I read the explanation of double counting on the website (https://www.oecd.org/dac/financing-sustainable-development/development-… ), but still wondering if I can just sum up all the disbursement from country and multilateral donors for the total amount to South Asia? Because according to the guidance, 'Bi_Multi' variables implies the characteristics of DAH, the number 2 means ‘core contribution for multilateral', which I assume need to be omitted, but I filter the ‘Bi_Multi' variable and find no record for ‘2’, is that mean that there is no duplication? I also find some donor countries reported assistance through 'WHO core voluntary contribution account’ as the channel, what does that mean?  How should I deal with that? Can I just count them into donor country activities instead of WHO?
